Kismet is Preparing for the Next Stage of Reform to Deliver Better Results for Participants.
Author: Matt Clements
As one of Australia's largest plan managers, Kismet Healthcare is investing significantly in its people, technology and governance as it prepares for the new NDIS plan management panel in October 2027.
Big changes are coming to NDIS plan management.
From 1 October 2027, the National Disability Insurance Agency (NDIA) will introduce a panel of approved plan managers. The changes are designed to strengthen the quality, integrity and accountability of plan management services across Australia.
At Kismet, we welcome these changes.
We believe participants deserve reliable service, strong safeguards and confidence that their NDIS funding is being managed responsibly.
As one of Australia's largest plan managers, we understand the responsibility that comes with supporting tens of thousands of participants.
We're approaching the new panel from a position of strength, and we're backing our confidence with significant investment across our business.
Kismet intends to apply for the panel, and we're already preparing to give ourselves the strongest possible chance of being selected.
We're investing now, not waiting for 2027
The NDIA plans to publish the panel application requirements from April 2027. But we're not waiting until then to prepare.
We're investing in the people, systems and processes that we believe will be critical to the future of plan management.
Our preparations focus on five key areas identified in the new legislation:
- Integrity and governance: Strengthening accountability, oversight and processes that help protect participants and their funding.
- Staff and key personnel: Investing in our people, leadership and training to support high standards of service.
- Claims management: Improving the systems and controls that support accurate, timely and responsible invoice processing.
- Technology and security: Continuing to invest in secure, reliable technology that protects participant information and makes plan management easier.
- Related parties and conflicts of interest: Reviewing our governance and business arrangements to support transparency and protect participant interests.
These are more than requirements we're preparing for. They're part of our commitment to building a stronger, more reliable plan management business for the long term.
Our ambition isn't simply to meet the standards of the new panel. It's to help set the standard for what great plan management should look like.
A leading plan manager, built around people
Kismet has grown to become one of Australia's largest plan managers, supporting tens of thousands of NDIS participants across the country.
But leadership isn't just about size. It's about the quality of service we provide and the trust participants place in us.
Our team includes people living with a disability and lived experience of the NDIS, as well as people who have supported family members and loved ones through the Scheme.
That experience helps shape how we work and reminds us that behind every invoice, budget and support is a person relying on us to get it right.
We're continuing to invest in making plan management simpler and more reliable, from helping participants understand their budgets to supporting timely payments to providers.
We believe the future of plan management belongs to organisations that can combine strong governance, reliable technology and a genuine understanding of the people they support.
That's the business we're building.
What happens next?
The NDIA has outlined the following timeline for the new plan management panel:
- From April 2027: The NDIA plans to publish an approach to market on NDIS Engage, including the requirements plan managers must meet to join the panel.
- From June 2027: The approach to market closes. The NDIA will assess applications and advise providers whether they have been selected.
- From October 2027: The new panel launches, with a six-month transition period to help affected participants move to a panel-approved plan manager.
- From April 2028: The transition period ends. Participants must use a plan manager on the panel.
These dates reflect the NDIA's current published timeline and may be updated.
Kismet intends to participate in the application process.
We're confident in our ability to compete for a place on the panel, and we're doing everything we can to put Kismet in the strongest possible position.
Final selection decisions will rest with the NDIA, and no plan manager has been selected at this stage.
What does this mean if you're with Kismet?
For now, there's nothing you need to do.
You can continue using your current plan manager under today's arrangements.
If you're a Kismet participant, our focus remains on providing reliable service, helping you understand your NDIS funding and making it easier to access the supports you need.
We understand that changes to the NDIS can create uncertainty.
That's why we're preparing early and will keep participants, families, support coordinators and providers informed as more information becomes available.
Our intention is clear: to continue supporting the people who rely on Kismet well into the future.
Looking ahead with confidence
The introduction of the panel represents an important change for the NDIS and the plan management sector.
We see it as an opportunity to strengthen standards, improve services and build greater confidence in how participants' funding is managed.
Kismet is approaching that future with confidence.
We're already one of the sector's leading organisations, we're investing significantly in what comes next, and we're determined to remain at the forefront of Australian plan management.
We know that a place on the panel must be earned through the NDIA's selection process. That's why we're preparing now.
For our participants and partners, our commitment is simple: we'll continue investing in the people, systems and services that help us support you today and prepare for tomorrow.
We'll share further updates as the NDIA releases more information.
